"I think of what you want to do is illeagle and dangerous and if found out could be far more counterprodutive to the other cyclists and also would be proved false by others who will see that there is no car accident."

If cyclists ring up radio stations such as 774 and announce fake car accidents on various roads then many cars will avoid that road - thus making it safer for cyclists. There are quite a few radio stations that compile their traffic reports from listeners texting into the station about accidents, also there are some smart phone apps that run on user input.
