looking for a touring bike

Hi, i'm looking to buy a second hand touring frame or bike to replace my 54cm Dawes Galaxy - anyone know of any thing suitable?  it ideally would have/be:

- drop handlebars

- steel frame

- canti/caliper brakes (ie not disc brakes)

- rack mounts (ie capable of carrying heavy weight)

- touring geometry (ie not too upright, low b/b)

new is fine, just can't be too expensive
