Cycling News...
The UCI has played down media speculation that a type of mechanical doping could already exist in the peloton, saying that there is no evidence that riders are utilising small motors to power their bikes
and thus gain an unfair advantage. However the UCI have confirmed to
Cyclingnews that they are looking into a method of screening frames in
order to remove any doubts.

How is this "doping"?

The motor assist mentioned in the article is pretty neat:

I suppose Doping is not the correct term unless they are using it in it's electronic form.

I'm torn between, "WOW! Cool engineering!" and, "Electric bicycles are the instrument of SATAN!" ;-)
No Col D'Ugly this yr.
Perhaps Ascot Vale's Koppenburg tho.
Its "doping" the same way pretty much any criminal act is now called "terrorism". A collapsing vocabulary by the media intent on grabbing those 3s attention spans, and a population that reads less and less, preferring to skim the headlines and move on to the next "favourited" or "liked" link in the facebook firehose.

As for the actual speculation, it sounds a lot like speculation.
Some cynic who's seen a gadget and trying to make a name for themselves by fishing at a press conference.
Yes it's very neat.
For the elite riders though the benefit of the power for a relatively short time would probably not make it worth the additional weight and drive loss of having the gear drive on the axle all the time it's not being used.

I'd like to have a regenerative power setup to charge the battery downhills to give a boost going up the other side.
