Make sure you're using both brakes, and "sit up" to catch some wind.
I imagine some pads would be better than others. Harder ones are probably less effective when at normal temp and fade less when hot... just a guess.
My hydraulic disc brakes on my MTB don't do it. They chew up the pads in gritty mud though.

Kool Stop brake pads are very good and not too exy (esp. on-line at, say, Wiggle --shhh). I happily use the grey ones; many people recommend the "salmon" ones but these seem a little harder to get. They may take a little time to "bed in" on your rims.
